文章-走进政协——小委员们助力闵行创建人文之城 Entering the CPPCC

“走进政协”活动是由闵行区政协主办，万源城协和双语初中部人文社科组的探究式体验性课程之一。5月13日我校第四届“走进政协”模拟政协常委会会议主题活动在报告厅举行，来自八年级六个小组，分别就选择“光盘行动”、“书吧建设”、“文明出行”和“文明养犬”等不同提案主题进行协商讨论。

"Entering the CPPCC" is one of the exploratory and experiential courses of the Humanities and Social Sciences class delivered in collaboration between the Minhang district’s CPPCC committee and the junior high department of our school. On May 13th, the fourth "Entering the CPPCC" model CPPCC Committee Conference was held in the "enthusiastic" lecture hall. Six groups from grade eight discussed different proposals, such as "Clear your plate" campaign, book bar construction, civilized travel and civilized dog raising, etc.

协商民主，是我国社会主义民主政治的特有形式。不同的社会主体通过平等的对话，充分的沟通，和理性的讨论，来共同参与社会公共决策和公共治理。通过模拟政协主题活动，能引导同学们体验真实政协常委会的流程和场景，培养同学们的公民意识和参与意识，体悟社会权利我分享，社会责任我共担的使命感。下面让我们来听听现场的声音！

Consultative democracy is a unique form of China's socialist democracy. Different social subjects participate in social public decision-making and public governance through equal dialogue, adequate communication and rational discussion. Through the model CPPCC Committee Conference, students can be guided to experience the real process and scenes of the Standing Committee of the CPPCC, and their awareness of citizenship and participation can be cultivated as well. In addition, students can also realize the sense of mission that we share social power, and we take social responsibility together. Next, let's listen to the sound of the scene!

第一小组

这次走进政协活动是我们初中学习生涯中令人难忘的经历。各小组成员均付出了大量的汗水与努力。我们第一小组顶着烈日来到兄弟学校——上海实验西校进行采访，拍摄视频。也从采访同学中的建议得到了灵感。随后我们小组在问卷星小程序上发布了线上调查问卷。结合校园学生的采访与实际问卷的数据，我们总结了以下几点。学生在校内浪费食物较为显著；大家虽反对食物浪费，但光盘意识不强。因此我组结合了调查和问卷给出以下四个建议。方案1：实行奖励制度，激发同学的光盘意识。方案2：实行菜单预选制度，在短时间内有效解决因菜品不好吃而造成的浪费方案。方案3: 在校内实行明察暗访，进行调研。方案4: 在食堂引入供应商竞机制。在小组的共同努力下，我们出色地完成了任务，做出了提案与PPT，并且在模拟政协活动上获得了“优秀提案”的荣誉。

The activity is an unforgettable experience in our junior high school learning career. Our team has strived with perspiration and made hard effort. We came to Experimental West School under the scorching sun to conduct interviews and shoot videos, and we also got inspiration from interviewing the students. Then our team released the online questionnaire on the Questionnaire Star mini-program. Therefore, in combination with the interview data of the students and the actual questionnaire data, we summarized the following points. 1. The phenomenon of wasting food in school is quite obvious. 2. The main reason for the waste in school is that the food is not delicious. 3. Although everyone opposes food waste, we don’t have a strong awareness of "Clear your plate" campaign. Therefore, our team combined the survey and questionnaire to give the following four suggestions. Option1: Implement a reward system to raise students' awareness of "Clear your plate" campaign. Option2: Implement the menu pre-selection system to effectively solve the waste caused by unpalatable dishes in a short period of time. Option3: Conduct a thorough investigation and make a survey. Option4: Introduce a supplier competition mechanism into our canteen. Finally, we completed the proposal and Powerpoint. With the joint efforts of the team, we accomplished the task excellently and won the excellent proposal in this model CPPCC Committee Conference.

第四小组

为了探究如何提升闵行区居民非机动车的交通意识，我们第四小组通过采访不同人员，详细地了解了当今社会上驾驶非机动车时出现的不规范与不文明行为。

通过采访，我们发现部分居民并不知道《上海市非机动车管理条例》（五月一日起实行）；部分非机动车驾驶员在驾驶时使用电子产品；上海市的部分道路存在没有非机动车车道（或非机动车车道与机动车道分界线不明晰）等问题，希望公安交管部门以后能宣传到位，对于非机动车不守《条例》的现象要“从严抓起”，重新整修部分路段，提高行人与其他车辆的安全与舒适。

In order to explore how to improve the residents’ awareness of non- motorized vehicles in Minhang District, our team interviewed different people to learn in detail about the irregular and uncivilized behaviors that occur when driving non- motorized vehicles in our society nowadays.

Through interviews, we found that some residents do not know the "Regulations of Shanghai Municipality on the Administration of Non-motorized Vehicles" (implemented from May 1st). Some non-motor vehicle drivers use electronic products while driving. Additionally, some roads in Shanghai have no non- motor vehicle lanes (or the boundary between non-motor vehicle lanes and motor vehicle lanes is not clear), etc. It is hoped that the public security traffic management department will be able to declare in advance in the future, and the phenomenon of non-motorized vehicles that do not comply with the "Regulations" should be "severe in treatment". What’s more, parts of the road should be refurbished so as to improve the safety and comfort of pedestrians and other vehicles.

第六小组

这次走进政协活动，我们第六组的提案名为“促进闵行区文明养犬的解决方案”。我们采访了几位小区居民，他们提出遛狗牵绳、及时处理狗狗大小便、对狗狗进行“素质教育”等解决方案。我组认为，可以在宣传部添上有关“文明养狗”的海报，也可针对养狗的家庭提供“文明养狗”的讲座，明确让人们意识到养犬会带来哪些影响，有哪些义务责任，同时也要告知政府提供哪些服务和便利。也可以在道路旁边制作一些公益牌，提醒人们出外遛狗要牵绳，狗狗的大小便要及时处置。可以在公园等小朋友聚集的地方设立狗狗禁止入内的标牌，也可以在公园内免费提供有借有还的狗绳。可以在居民区聚集的地方设立狗狗培训机构，多多开设养狗必需品的商店。也可以在网上发布关于如何文明养狗的APP。

Our proposal was called "Solution to Promote Civilized Dog Raising in Minhang District". We interviewed several residents of the community and they proposed solutions such as walking the dog on a leash, timely disposing the dog’s feces, and "quality education" for the dog. In our opinion, posters about "civilized dog raising" can be added to the publicity department, and lectures on "civilized dog raising" can also be provided for families with dogs, so that people can be clearly aware of the impacts and responsibilities of dog raising, and the services and conveniences provided by the government should also be informed. Furthermore, some public welfare signs can also be made on the side of the road to remind people to walk their dogs on a leash and to dispose their feces in time. Besides, we can put up “No Dogs” signs in parks and other places where children congregate, and provide free leashes in parks that can be borrowed and returned.Moreover, dog training institutions can be set up in residential areas, and more stores for the necessities of raising dogs can be opened. Last but not the least, we can post an APP on the Internet about how to raise a dog in a civilized way as well.

以前我们从未接触过政协会议，殊不知，我们身边的同学也能把一场模拟政协会议组织得淋漓尽致。此次模拟会议十分符合规范，担当评委的是闵行区政协的唐主任、全力校长、刘炜主任和相关老师们。在会议过程中，六组选手也暗自摩拳擦掌，希望能用自己的演讲和想法打动那些专业的评委们。在主持人致辞之后，会议就是小政员们的主场了。大家根据自己的主题，发表了许多新颖的观点和有效的方法。在主席台上，我们可以清楚地看见来自评委们赞许的目光。现场偶有小插曲：麦克风自动静音、视频播放有误，但都被同学们机智化解了。我们去收评分表时，看到了好多高分，甚至有的评委在表上写上了一些批注和笔记。这一刻，我们才清楚的感受到，原来人民政协就在我们的身边。

期待小委员们的“金点子”助力闵行区巩固全国文明城区创建成果，建设人民满意的现代化人文闵行。 

I had never watched a CPPCC meeting before -- and even knew little about it. But I did not know that my classmates could organize a model CPPCC meeting to the fullest. The meeting was very formal. The judges were Director Tang from CPPCC of Minhang District, Principal Quan, Director Liu and excellent teachers. The six groups of contestants vigorously hoped to impress the professional judges with their speeches and ideas. After the host finished the opening speech, here’s the home court of the little politicians. We published many original and effective methods according to our own themes. On the rostrum, I could clearly feel the approval of the judges. Although there were mistakes occasionally: the microphone was automatically silent, the video was played incorrectly, the students could solve them wisely. When I went to collect the score sheet, I saw a lot of high scores, and even some serious judges wrote some comments and notes on the form. At this moment, I clearly felt that The Chinese People’s Political Consultative Conference was by my side.

We are looking forward to the "golden ideas" of the members to help Minhang District consolidate the achievements of the national civilized city, and build a modern humanistic district to the satisfaction for all citizens.
